According to experts, the idea of obtaining collective security guarantees without joining NATO is important, but it does not fully resolve the problems arising from Russian aggression.
DW commentator Konstantin Eggert writes that for such guarantees to be strong, NATO countries must form a separate military alliance with Kyiv, station foreign troops permanently in Ukraine, and keep the path to membership in the European Union and NATO open.
According to him, if the U.S. also supports this plan, President Zelensky may be willing to agree to concessions, including giving up territories occupied by Russia.
