During the voting process, 14 out of 15 members, including Russia and the USA, supported the decision. China, however, abstained from voting. The document noted the necessity of respecting Syria's sovereignty, independence, and territorial integrity.

The sanctions had previously been imposed within the framework of international restrictions related to "Al-Qaeda." Representatives from Britain, Russia, France, and Pakistan assessed this decision as an important step towards Syria's economic recovery.

The Syrian government emphasized that the lifting of sanctions is building confidence towards the country and creating an opportunity for its reintegration into the international community.
