A video depicting a child being "lynched" at the Tashkent orphanage number 22 has widely spread on social networks.

The National Agency for Social Protection issued an official statement regarding the incident, informing that the situation is under control

darakchi.uz also posted the videos of the "lynching" that occurred in the orphanage on the site's quick-response channel (@darakchi.uz/live). Soon after, one of the former residents of the orphanage, who is now a lawyer and an activist for children's rights, Shermuhammad Dehqonov, contacted us. He mentioned that he had witnessed similar events at the “detdom” number 22 several years ago and had addressed the President about it.

"I personally visited this care home number 22 before. Having spoken to its director, who was quite rude just appointed, I instantly recognized his unsuitability. A National Guard member threatened me with ‘I will show you your place if you meddle in politics. You won't last long,’ but I kept silent, pondering my next move. Respectable President, they are misusing the trust you have placed in them. It is essential to completely shut down these orphanages.

As you know, orphanages in Fergana were closed. When Fergana residents mentioned the abusive tutors after visiting Tashkent's orphanage number 22, I immediately went to see the director. The child was lying bruised all over. Despite all children identifying the abusive tutor, the new director Dilfuza failed to take any measures. The National Guard officer knew nothing but to exert pressure.

The tutors themselves don't hit. Usually, they make the graduates do it. This way, they avoid punishment. This indicates a lack of proper management, supervision, and child-friendly policies in the orphanage.

Question: With all that's happening, where does the National Guard look? It seems they aren't earning their salary honestly. I request the military prosecutor's office to take legal action," the appeal states.
