President Shavkat Mirziyoyev on May 5 got acquainted with the proposals on targeted training of promising personnel and supporting specialists’ education abroad. This was reported by the Presidential Press Service.
Our country pays special attention to the issue of personnel in the development of every sector. The education of youth and the professional development of specialists are supported by the state.
For this purpose, the “El-yurt umidi” (Hope of the Nation) Foundation sent 2,225 scholarship recipients to study in about 45 countries, allocating a total budget of 1.5 trillion UZS. So far, 1,400 of them have returned to Uzbekistan and are working in sectors of the economy, education, science, medicine, and public administration. Currently, 748 scholarship recipients are studying at universities listed in the “TOP-300” prestigious universities.
In order to further expand such activities, it is planned to reorganize this fund into the “El-yurt umidi” Foundation for Training Promising Personnel under the President of the Republic of Uzbekistan, and to transform the State Management Academy into the Academy of State Policy and Management under the President of the Republic of Uzbekistan. They will be turned into a personnel training cluster in cooperation with the Agency for the Development of Public Service.
In particular, along with bachelor’s, master’s, and doctoral programs, public servants will be sent on targeted internships up to six months. Priority will be given to the economy's driving sectors such as energy, urbanization, transport, architecture, geodesy, land relations, technology, engineering, as well as public administration and urgent social directions.
Candidates who enter universities listed in the “TOP-100” ranking on a grant basis will be awarded the “El-yurt umidi” scholarship without entrance exams. Those who have entered universities in the “TOP-300” list on a grant basis will also have their international transport and accommodation expenses covered without exams. Scholarships will be awarded without competition to graduates of Presidential schools admitted to the bachelor's degree of universities in the “TOP-20” list based on a 50% grant.
To maintain constant communication with our compatriots studying abroad, to identify their needs, and to assist in the educational process, a council of parents of the “El-yurt umidi” Foundation scholarship recipients will be established. Embassies and consulates are tasked with providing legal and organizational assistance to students.
The role of the Academy of State Policy and Management is significant in training specialists that meet modern requirements. Advanced educational programs have been implemented in courses such as “School of Mayors”, “School of Female Leaders”, and “Future Leaders”. Last academic year, the qualifications of over 13,000 listeners were improved.
According to the new system, three programs for civil servants – skill improvement, retraining, and master’s degree – will be implemented. All long-term and medium-term studies will be organized based on partnership education programs with foreign partners and the baseline recommendations of the Organisation for Economic Co-operation and Development.
In the master’s program, deepened knowledge will be offered for up to 18 months in directions such as “Public Administration”, “State Policy”, “Comprehensive Development of Regions”, “Human Resources Development”, and “Management of State Finances”. Besides state orders, applicants will also be accepted on a fee-contract basis.
An International Academic Advisory Council will be established to provide recommendations on improving the quality of educational programs and research, and to establish cooperation with prestigious foreign scientific-educational institutions.
Furthermore, 4 new centers will be established within the academy. For example, the Center for Scientific and Practical Research of the Problems of Public Administration will give recommendations aimed at improving the efficiency of public service and incorporating advanced practices from the private sector into public administration.
Our President approved the proposals, instructing to implement these systems based on innovative approaches, and to enhance the qualifications of the fund and academy personnel. The importance of continuously finding talented youth and educating them at a high level, and engaging qualified specialists in reforms was emphasized.
