Since the introduction of student loans, the problems students face with contracts have significantly eased. In 2023, commercial banks allocated a total of 2.7 trillion soums in student loans, covering 241 thousand students. The majority of these loans, 80 percent, were given to women.
In the first half of 2024, 328.4 billion soums were allocated for preferential student loans. These loans covered over 40 thousand students. 77.2 percent of these loans were given to women.
According to Presidential Decree No. 82 dated May 27, 2024, the process of allocating student loans will now be tied to quality and effectiveness — meaning students will have the opportunity to receive student loans based on their grades, level of subject mastery, and activity.
Regarding this, the Chief Economist of the Central Bank, Lazizkhuja Mukhammadov, stated: "Now, the process of issuing student loans and their repayment has begun to transition to a quality stage. For second-year and higher students of higher education institutions, if their average subject mastery indicator is below '3', they can receive a student loan for up to 80 percent of the total contract amount. This means the student must pay the remaining 20 percent of the contract amount themselves until the student loan is issued."
