According to Russia's human rights representative Tatyana Moskalkova, Russia is ready to transfer over 3,000 Uzbekistani convicts to serve their sentences in their homeland.

She stated that Russia supports this process, but currently there is no possibility to accept the convicts due to Uzbekistan not having ratified the relevant international convention.

Moskalkova raised this issue at a meeting of the CIS Human Rights Commission. She emphasized that for the transfer of convicts, Uzbekistan must join the 1998 international convention, which envisages serving a sentence in another state.

It is reported that this convention has been in force in Russia since 1998. Belarus, Tajikistan, Kazakhstan, Armenia, and Kyrgyzstan have also joined this agreement.

The convention provides citizens of participating states with the opportunity to serve their sentences in their home country. Its main goal is to ensure a humane approach towards convicts and help them adapt to society.
