It has been reported that the children were brought to the district medical association in a healthy condition and were circumcised there. However, according to investigation data, established procedures may have been grossly violated during the medical procedure.
Law enforcement authorities conducted an investigation into two cases. Confrontations, exhumations, and other procedural actions have been scheduled to provide a legal assessment of the medical personnel's actions.
On this basis, on May 2, 2026, a criminal case was initiated under Article 116, Part 3 of the Criminal Code — on the grounds of failure to properly perform one's official duties. The investigation is currently ongoing.
It is noted that 5-year-old Elkhan Tursunov was circumcised on March 22. According to his parents, a day later the child's condition worsened, and bleeding from the incision site was observed.
When the child was taken to the hospital, the surgeon who performed the operation was not on duty, so another doctor conducted an examination and assessed his condition as safe. However, the child's temperature rose, and his condition progressively worsened.
According to the parents, the surgeon who was later called to their home also did not pay serious attention to the child's condition. Subsequently, the child was taken back to the hospital, to the intensive care unit, and died shortly afterwards.
Soon after, on April 3, 2-year-old Khamidzhon Tukhtaev also experienced a deterioration in his condition after being circumcised at the same medical facility.
According to the child's mother, after the procedure, he exhibited allergic reactions and a high fever. The fever did not subside for several days, and the child stopped eating. Doctors assessed this as a "natural condition."
On April 8, the child died at the hospital.
According to the duty doctor, before circumcision, each child must undergo a complete medical examination. If test results are unsatisfactory, the procedure should be postponed. However, it is reported that neither child underwent the relevant examinations prior to the procedure.
