According to the report, these two cases were transferred to criminal investigation after being examined for a long time by a special commission studying the actions of military personnel.
How was Hind Rajab killed?
In January 2024, Hind Rajab came under fire while traveling by car with family members in Gaza City. Six of her relatives were killed, but Hind survived.
The girl contacted Palestinian rescuers by phone and asked for help. After her request, an ambulance was sent to the scene.
However, when the rescuers were supposed to reach Hind, contact with them was lost. Twelve days later, the bodies of Hind Rajab, her deceased relatives, and two ambulance workers were found in the area.
The Israeli army had previously stated that its troops were not present in the area where the incident occurred. However, after investigations on August 19, the army admitted that the car carrying Hind and her family members approached the troops and shots were fired at it.
The second case transferred to criminal investigation is related to the killing of 14 Palestinian doctors and rescuers in the south of Gaza in March 2025.
According to reports, after killing these medical workers, Israeli forces also opened fire that led to the death of a UN worker who was passing through the area in a car.
At the same time, the Israeli army refused to launch criminal investigations into a number of other incidents related to the deaths of humanitarian workers.
In particular, in April 2024, seven employees of the World Central Kitchen organization delivering humanitarian aid in Gaza were killed as a result of an Israeli strike. The Israeli army said there was no basis for opening a criminal investigation into this incident.
World Central Kitchen, in turn, rejected the army's report and the decision to close the case, demanding an independent investigation.
Furthermore, no criminal cases were opened into the attack on a building where the Doctors Without Borders organization operated in February 2024, or into the killing of medical organization workers in Gaza City in November 2023.
According to the Israeli army, during the war, a special commission studying military actions examined about 150 incidents. The commission described itself as a body consisting of specialists working independently of the usual chain of command.
Human rights organizations, however, emphasize that such investigations conducted by the Israeli military rarely end with criminal charges and convictions.
