What documents are required to obtain an “Umrah” license?

“The list of documents required for organizing and conducting ‘Umrah’ events has been announced. The Committee on Religious Affairs reported about this.

Based on the resolution of the Cabinet of Ministers dated October 12 of the current year “On further improvement of measures related to organizing and conducting ‘Umrah’ events”, the Committee on Religious Affairs has been designated as the licensing authority in this field.

The documents required for obtaining a license are as follows:

Application: it shall contain the following information:

  •  the name and organizational-legal form of the legal entity, location (postal address), the address of the activity implementation site, TIN, name of the bank and bank account, the applicant's consent to comply with the license requirements and conditions;
  • the surname, name, and patronymic of the manager and employees of the business entity, year of birth, address, passport (identifying ID-card) information.
  1. Document confirming that the license applicant has paid an amount not less than 1 million US dollars equivalent to the “Ziyarat” fund of the Committee on Religious Affairs.
  2. A copy of the contract with the Administration of Muslims of Uzbekistan regarding the involvement of a specialist with religious knowledge and skills as a group leader during the ‘Umrah’ events;
  3. A copy of the contract signed with a partnering organization owning an “Umrah” license from the Ministry of Hajj and Umrah of the Kingdom of Saudi Arabia for providing ‘Umrah’ services;
  4. A copy of the cooperation contract with the airline(s) for transporting the pilgrims and conducting flights;
  5. Information about the entrepreneur subject's operation in a modernly equipped building to provide quality service to the pilgrims;
  6. A copy of the documents confirming the availability of an insurance policy for civil liability of the entrepreneur subject.

The fee for processing the application is – three times the BHM (Basic Calculation Amount).

The state fee for issuing the license - ten times the BHM (Basic Calculation Amount).
