According to the circulating reports, Kazakhstan is supposedly deploying territorial defense brigades at the border with Russia due to the “possibility of a conflict.” The Ministry of Defense officially explained that the draft law on “Territorial Defense” is aimed solely at strengthening Kazakhstan's internal security.
The draft law on territorial defense has been developed within the framework of modernizing Kazakhstan's national security system. Its goal is to ensure internal stability, protect the population, infrastructure facilities, and territorial integrity in the event of martial law or other emergency situations.
The deployment of territorial defense brigades is not in response to external threats, but is carried out taking into account the logistical, geographical, and demographic characteristics of the regions, the ministry explained.
The Ministry of Defense of Kazakhstan stated that the draft law is not directed against any country and should not be perceived from the standpoint of military threats.
On April 24, President Kassym-Jomart Tokayev emphasized at a Security Council session that Russia remains Kazakhstan's main strategic partner and reliable ally. The President also stated the necessity to decisively counter any provocations and insinuations aimed at damaging interethnic harmony in Kazakhstan.
