According to the adopted Law "On the Registration of Citizens of the Republic of Uzbekistan, Foreign Citizens, and Stateless Persons at the Place of Residence and Temporary Stay," a unified procedure is being implemented nationwide on this matter.
Previously, a separate law was in effect in Uzbekistan regarding the "List of Categories of Citizens of the Republic of Uzbekistan Required to Register at the Place of Permanent Residence in Tashkent City and Tashkent Region." After the Constitution was updated, this law was deemed to have lost its force.
Under the new law, citizens of Uzbekistan, foreign citizens, and stateless persons are required to register at their place of residence or temporary stay.
The owner of the residence or the person in possession of it must register the individuals living at that address within the specified period.
Individuals undergoing treatment in healthcare facilities or staying in places such as hotels or hostels are registered through the special E-mehmon system by the responsible personnel of these institutions.
If the place of residence or temporary stay changes, the individual must register at the new address within at least 10 working days.
Citizens of Uzbekistan permanently residing abroad must also register their place of residence or stay within 10 working days after entering Uzbekistan.
The same rule applies to foreign citizens and stateless persons. Unless international agreements or Uzbek legislation specify other deadlines, they must register their place of temporary stay within 10 working days.
Registration must comply with the social norms for residential space:
each person must have at least 16 sq. m. of total area;
for individuals with disabilities or those using wheelchairs—at least 23 sq. m.
Grounds for refusal of registration:
failure to submit required documents;
inconsistency of information with the truth;
non-payment of state fees;
restrictions or seizures imposed on the residence;
limitations on the individual's freedom of movement or right to choose a residence;
non-compliance with social norms.
Refusal for other reasons is not permitted. The refusal decision can be appealed in court.
Registration does not confer property rights to the residence—meaning registration alone does not make one a property owner.
Where registration can be done:
At the migration and civil registration departments of internal affairs bodies;
At state service centers;
Through the Unified Interactive State Services Portal: my.gov.uz
