Officials are focusing on combating employers who hire undocumented migrants. For this purpose, the use of modern analytical tools is planned to identify job advertisements in foreign languages and information related to illegal employment.
According to SCMP, a program has also been launched in Ibaraki Prefecture, northeast of Tokyo, to reward citizens who report companies employing illegal immigrants. If the violation is confirmed through the report, the informant will receive a reward of 10,000 yen.
It is noted that due to labor shortages in Japan, the need for foreign workers is increasing. According to government statistics, the number of foreigners legally working in the country reached 2.57 million in 2025. This is 11.7 percent more than the previous year.
At the same time, the flow of tourists to Japan continues to grow. According to the Japan National Tourism Organization, the number of tourists from Russia in 2025 amounted to nearly 195,000.
