A proposal is being made to introduce an annual environmental compensation fee for owners of cars manufactured 30 years or more ago in Uzbekistan. The proposal is being considered.
According to the draft resolution "On organizing the disposal of expired vehicles and establishing the practice of processing their components," which has been put up for public discussion, owners of vehicles older than 30 years may pay an environmental compensation fee once a year starting from January 1, 2027.
The fee amount is set at 30 times the baseline calculation value, which, according to current calculations, amounts to 12 million 360 thousand soums.
The draft also envisages restricting the use and re-registration of vehicles classified as "harmful" environmental categories. Such cars may be deregistered.
According to the document, the system for disposing of old vehicles will be introduced gradually:
From 2026: M1 category passenger cars;
From 2027: M2, M3, N1, N2, and N3 category vehicles;
From 2030: all types of vehicles will be covered.
A special electronic system is planned to be launched by August 1, 2026. Through it, the processes of vehicle registration, assessment, and disposal will be monitored online.
Handing over a car for disposal is carried out in two stages: first assessment, then acceptance and processing.
A citizen must first have the vehicle inspected. After that, an application is submitted through the electronic platform, and the car is handed over in accordance with the established procedure.
According to the draft resolution, citizens who hand over an expired vehicle will be provided with an electronic voucher.
This voucher is intended to provide the opportunity to receive a discount when purchasing a new car or to pay the remaining amount in installments over a period of more than one year.
