Banks will be fined for malfunctions in ATMs.

According to Timur Ishmеtov, in 2025 a total of 341 million operations were carried out through ATMs, with the share of problematic transactions amounting to 0.08 percent.

In Uzbekistan, financial fines are applied to banks for malfunctions that occur during the process of withdrawing cash from ATMs. This was announced by the Chairman of the Central Bank, Timur Ishmetov, at a plenary session of the Senate.

During the meeting, Chairman of the Senate Committee on Defense and Security Issues, Kutbiddin Burkhanov, stated that 290,000 cases of technical malfunctions related to cash withdrawal from ATMs were recorded during 2025. It was also noted that more than 3,000 citizens applied to internal affairs bodies due to these problems.

According to Timur Ishmetov, a total of 341 million operations were carried out through ATMs in 2025, with the share of problematic transactions amounting to 0.08 percent.

He noted that a large part of the malfunctions is not related to the activities of banks. In particular, some of the cases are due to the absence of banknotes of the required denomination in ATMs, card blocking, or incorrect PIN code entry. Additionally, interruptions in communication and power supply are also causing problems.

According to the Chairman of the Central Bank, cases directly related to the activities of banks and payment system operators account for approximately 15 percent of total problems.

It was noted that the Central Bank has developed a number of regulatory documents aimed at promptly resolving problems related to ATMs. One of them will come into force on August 6 of this year.

According to this document, financial sanctions will be applied to commercial banks for violations of customer rights or non-compliance with established requirements in the process of providing services through ATMs.

Additionally, it is planned to introduce a special index evaluating the efficiency of handling citizen appeals. Based on its results, banks with the lowest indicators will be publicly announced.
