The appeal notes that cemeteries are not only burial places, but also places that encourage reflection, remind of the transience of life, and inspire spiritual purification. Therefore, the necessity of constantly keeping them clean, orderly, and well-maintained is emphasized.

The Council of Scholars has drawn attention to shortcomings in certain areas, such as cemeteries being left unattended, dried grass not being cleared, and paths falling into disrepair. It is stated that such conditions are regarded as indifference toward the memory of the deceased.

The appeal calls on imam-khatibs to widely explain the religious significance of preserving cemeteries, to bring cemeteries near mosques under their care, and to improve visitation sites. It also suggests planting basil and other fragrant plants in cemeteries and creating convenient paths for visitors.

Furthermore, it reminds of the importance of observing proper etiquette, such as not stepping on graves during visits, offering prayers for the deceased, reciting the Quran, and giving charity. The Council of Scholars also noted the importance of strengthening respect for the memory of ancestors and the concepts of "Memory and Honor" among young people.
