In Uzbekistan, it is planned to introduce a new system for supporting persons who do not have a permanent place of residence. This was announced during the discussion of proposals presented to President Shavkat Mirziyoyev.
It is noted that currently 11 rehabilitation centers with 726 places are operating across the republic. In the first half of 2026, 1,100 citizens were placed in these institutions.
According to the new proposals, existing rehabilitation institutions will be transformed into temporary accommodation and social reintegration centers. Homeless citizens will be placed in these centers based on their own application, based on the results of a study by the "mahalla seven", or with the assistance of a social worker and a prevention inspector.
An individual social reintegration plan will be developed for each person. It will include measures such as restoring documents confirming the person's identity, providing medical and social services, vocational training, and job placement.
In addition, units will be established under the centers to assist with employment of the population. It is also envisaged that vacant buildings will be leased to entrepreneurs on preferential terms.
According to the proposals, it is also planned to allocate vouchers to persons without a permanent place of residence for vocational training, include them in the list of categories in need of social protection, and reserve separate workplaces for them.
Furthermore, on the basis of a state social order, private organizations will also be involved in the process of providing temporary shelter, hot meals, clothing, and other social services.
