It was discovered that two minors were held in the same cell with adults in the No. 2 investigation detention center in Karakalpakstan. This was reported by the Children's Ombudsman.
According to reports, the Children's Ombudsman visited the No. 2 investigation detention center in the Republic of Karakalpakstan on July 18-19 and conducted monitoring.
He reviewed the conditions of two minors, X.X. and R.T., who are being detained in the facility and spoke with them. The monitoring revealed that minors were being held in the same cell as adult prisoners.
As noted, according to international standards and national legislation, minors in detention facilities must be held separately from adults, and only under exceptional circumstances can this be allowed with the prosecutor's consent.
An individual inquiry made by the Children's Ombudsman within the scope of monitoring, regarding this violation of the law, led to the situation in the detention center being examined by the Prosecutor General's Office.
It was discovered that, without adhering to the requirements of Article 41 of the "Law on Detention Pending Trial" of 2011, and without obtaining the prosecutor's consent, minors were held in the same cell as adults. As a result, strict disciplinary punishment was imposed on the responsible officials of the detention center administration.
"The investigation found no instances of harm to the rights of minors by adult prisoners, and at this time, the minors have been placed in separate cells from the adults, with the detention center administration strictly adhering to the legal requirements, which the prosecutor's office has taken under special control," — states the report.
