President Shavkat Mirziyoyev became acquainted with proposals on early detection and effective treatment of diseases on November 14. This was reported by the Presidential press service.
Healthcare occupies a significant place in our state’s social policy. Over the past seven years, funding for this system has been increased sixfold. More than 400 high-tech operations, previously only performed in Tashkent, are now being conducted in regions and districts as well.
In order to detect diseases early, screening examinations are being carried out in the fields of oncology, endocrinology, and cardiology across regions. For instance, screening of 1 million 700 thousand women has identified pre-cancerous conditions in 49 thousand. In the first half of this year, early stages of cardiovascular diseases and diabetes were detected in 122 thousand people.
Maintaining public health is an ongoing process. Proposals have been prepared based on analysis and demand in vital areas. The presentation discussed these proposals.
As is known, the biggest problem in treatment is the late detection of disease. Therefore, as an initiative by our President, in Qashqadaryo, on an experimental basis, a reward of 2 million UZS is given to medical teams for each early detected case of oncology. As a result, family doctors identified such symptoms in 51 women and children in their communities. For this, 102 million UZS in rewards was distributed, saving 8 billion UZS that would have been spent at later stages.
According to analyses, an average of 20-25 percent of all oncological diseases are attributed to breast and uterine cancer in women. Hence, there are plans to expand screenings in this area and maintain a registry for them.
Furthermore, three-year programs for early detection and treatment of diseases in hematology, cardiology, and endocrinology will conclude this year. Officials have been instructed to evaluate achieved results and extend their duration as necessary.
There are also shortcomings in the centralized procurement of medicines for healthcare institutions. Some hospitals have purchased less than required while others have excess drugs.
For this reason, a system for purchasing medicines and medical supplies based on a fifteen-month demand forecast is being proposed. Needs for the coming years will be defined no later than August 1, simultaneously with the parameters of the State budget.
Also, a “Procurement Center” along with its 13 regional branches will be established under the Ministry of Health. Starting from January 1, 2025, the Center will be authorized to purchase original medicines and closed-type laboratory equipment directly from the manufacturers.
Another proposal suggests expanding support for donors. In particular, the lump-sum cash award for those who have received the “Honorary Donor of the Republic of Uzbekistan” badge will be increased from five to fifteen times the basic calculation amount. They will be entitled to use public transport for free and receive treatment in state health resorts without having to wait in line.
This new system is slated to be implemented starting January 1 of next year.
The issue of establishing a notification procedure for the World Trade Organization regarding sanitary and phytosanitary measures in our country was also reviewed.
