"The procedure for forming the single registry of unscrupulous performers has been registered in the Ministry of Justice (registration number 3599, January 17, 2025). The Ministry of Justice reported this.
The regulation defines the procedure for forming and maintaining the single registry of unscrupulous performers.
The registry is a list formed by the authorized body (Ministry of Economy and Finance), which includes the following information:
- about the winners of procurement procedures who refused to sign a contract with the state customer based on established terms and carry out state purchases or evaded in any other way;
- about performers who have been found guilty according to the established procedure of not fulfilling or improperly fulfilling their obligations, except in cases where the obligations could not be fulfilled or were improperly fulfilled due to force majeure;
- about participants who submitted false or fake documents during the state procurement process, affiliated persons who participated in the same lot or those who did not disclose information about a conflict of interests;
- about performers who have been convicted by a court decision for committing fraud, forgery, and crimes related to corruption.
An unscrupulous performer is automatically removed from the Registry after 2 years from the date of entry.
An unscrupulous performer can be removed from the Registry by a relevant court decision.
