"A Presidential Decree on the Implementation of a Mass Appraisal System for Real Estate" was adopted.
According to the decree, it identifies the economic value of over 8 million residential and non-residential premises and approximately 7 million land plots in the republic;
to ensure that the value determined for the real estate object for taxation, buying and selling, mortgaging, expropriation for public needs, and other situations is proportionate;
to create a reliable, comprehensive, and regularly updated information base related to the real estate market;
to further implement the principle of fairness in taxation.
Starting from 2025, all real estate objects will be periodically appraised in a phased manner to determine their value close to the market price.
The mass appraisal work will be carried out in the following stages:
2025–2026 years – experimentally in the city of Tashkent;
2026–2027 years – in the city of Nukus and regional centers;
from the year 2027 and in the following years – in other regions.
Furthermore, according to the Decree, a National Center for Mass Appraisal of Real Estate was established in the form of a state institution managed by Cadastre Agency, consisting of a limited number of 30 staff members, financed by state budget funds.
