The Presidential Decree "On measures to enhance the role of small and medium-sized enterprises in the economy" (PF-50, March 19, 2025) was adopted. This was reported by the Ministry of Justice.
According to the Decree, the following main target indicators for the development of small and medium-sized businesses were set for 2025, including:
- increasing the share of small and medium-sized businesses in the gross domestic product to 55 percent, in industry – to 34 percent, in exports – to 34 percent, and in providing employment to the population – to 75 percent;
- assisting at least 600 small and medium business entities to expand and transform them into “champion” entrepreneurs;
- increasing the number of entrepreneurship entities with more than 100 workers to 4,000.
From May 1, 2025:
- individual entrepreneurs or legal entities when registered with the state will not be charged a state fee;
- individual entrepreneurs and entrepreneurs who have expanded their activities to the category of a YE (individual entrepreneur), microfirm, or small enterprise, will be provided with unsecured loans up to 50 million UZS within the framework of the Family entrepreneurship development program, and up to 150 million UZS within the framework of the Continual Support program for small business –;
- entrepreneurs who have expanded their activities accordingly to the medium or large business category will – within one year – have the VAT amount reimbursed (returned) in an expedited manner within 7 days.
