According to the Presidential Decree , with the aim of preventing corruption factors in the economy:
- Officials responsible for state purchases will be held accountable if the difference between the price of goods and services purchased and their average market price exceeds the maximum allowable margin;
- From July 1, 2025, the procedure for conducting a competitiveness analysis of major investment projects and auction conditions based on international standards against corruption will be implemented;
- The coverage of the "Transparent Construction" national information system will be further expanded and gradually implemented in projects involving international organizations.
By the end of 2025:
➖Subcontractors for international tender objects will be engaged through the "Transparent Construction" system;
➖Local tenders financed by international financial organizations up to a value of 2 million US dollars will be conducted in the "Transparent Construction" system;
➖Foreign contract organizations attracted through international tenders will be required to perform at least 60 percent of the contract value on their own.
By January 1, 2026, a system will be implemented where the public themselves assess all state services provided by ministries, departments, and local governments based on districts (cities).
In this case, the personal responsibility of the heads of ministries, departments, and district (city) mayors who are rated "unsatisfactory" by the population will be determined.
An online platform that provides the ability to receive simple and convenient answers via mobile phone to daily questions encountered by the population based on artificial intelligence will be launched.
