From now on, when hiring civil servants for the first time, the labor contract will initially be drawn up for one year, and then, based on the positive results of their activities, the labor contract will be extended for an indefinite period. This is stated in the Presidential decree adopted yesterday, June 19, on "Organizing the civil service based on new approaches and forming a corps of state servants oriented towards professionalism and effectiveness".

In accordance with this, starting from January 1, 2026, when hiring civil servants for the first time, the labor contract will initially be drawn up for one year, and then, based on the positive results of their activities, the labor contract will be extended for an indefinite period.

Furthermore, civil servants being hired for the first time are required to take special "Introduction to the Civil Service" courses and then, at least once every three years, to take professional development courses. Following these courses, their theoretical knowledge and skills will be diagnosed.

In the diagnosis, the level of knowledge of civil servants in the relevant area and sector, their skills in drafting documents and in conducting business in the state language, analytical, leadership and communication skills, computer literacy, awareness of the latest changes in legislation, knowledge of Uzbek history and foreign languages, general erudition, psychological diagnosis, and intellectual quotient (IQ) are assessed.

The results of diagnostics and effectiveness of activities (KPI) are collected and analyzed in the Continuous Online Monitoring System of Employees’ Professional Competencies Development (hereinafter referred to as the Monitoring System). Based on the analysis by the Monitoring System, a portfolio - a roadmap for the development of the existing knowledge and skills of an employee is created.

In addition, based on the professional development roadmap, the civil servant will undergo mandatory professional development, including independent learning programs, on the "soft" and "hard" skills that need development.

Ministries and agencies are required to organize training, improvement of qualifications, and internships for employees abroad, including projects funded by grants or donors, only after coordination with the Civil Service Development Agency.
