Uzbekistan ranked first among the countries where the rule of law improved the most quickly from 2016 to 2023.

Uzbekistan has achieved the fastest improvement in the rule of law among countries from 2016 to 2023, showing an 8.9 percent growth rate and securing the first place. This information was provided by the head of the Ministry of Justice's information service, Sevara Orinboeva here.

Nowadays, one of the most effective means of understanding the global image of the country, comparing and objectively evaluating the trends of the state's development with other countries of the world, is the study of international ratings and indexes compiled by international organizations, foreign non-governmental and some commercial organizations. Here, we provide brief information about indicators in certain political and legal areas in prominent international ratings and indexes, as well as the ongoing work.

 World Bank's Governance Quality Indicators – 

Based on more than 30 independent sources, it consists of 6 independent indicators that globally study the quality and efficiency of governance in 213 countries. 

In the report published in September 2023, Uzbekistan achieved improvements in indicators such as the absence of violence and terrorism and political stability, combating corruption, and the rule of law, out of its independent indicators.

The “World Justice Project” international non-governmental organization's Rule of Law Index - investigates data in the field of the rule of law through surveys among experts and the population, reflecting up-to-date data according to 8 indicators and 44 sub-indicators.

In the Rule of Law Index announced in October 2023, Uzbekistan ranked 78th among 142 countries in the world. 

It should be noted that from 2016 to 2023, our country was recognized for having the fastest improvement in the rule of law among nations, with an 8.9 percent growth rate, securing the first place. 

The Corruption Perception Index published by the “Transparency International” international non-governmental organization positively evaluates the outcomes of the reforms carried out in our country regarding the fight against corruption.

In the 2023 edition of the index, Uzbekistan improved its position by 5 ranks compared to 2022, securing the 121st place among 180 countries.

Moreover, our country secured the 148th position among 180 countries in the Press Freedom Index report announced by the “Reporters Without Borders” international non-governmental organization based on the results of 2023. 

According to analysis, enhancing the parliamentary oversight, increasing the activity of citizens in state governance, ensuring the uniform application of legal documents, strengthening public oversight, ensuring the rights of journalists, and implementing more effective transparency mechanisms are required to improve Uzbekistan's position in political-legal ratings.

At the state level, attention is focused on strengthening the country's position in international rankings and indexes, with legal and institutional foundations being perfected.

Specifically, the Decree of the President of the Republic of Uzbekistan “On additional measures to improve the system of working with international ratings and indexes and to strengthen parliamentary oversight in this area“ from June 19, 2024, PF-91, was adopted.

 Accordingly:

 - The procedure for discussing the national report on improving the position of the Republic of Uzbekistan in priority international ratings and indexes in the Senate of the Oliy Majlis of the Republic of Uzbekistan is being introduced annually; 

 - The Senate of the Oliy Majlis approves the list of priority international ratings and indexes, and responsible ministries and agencies are assigned to relevant international ratings and indexes; 

- The first leaders of the responsible ministries and agencies are personally accountable for improving the republic's position in the designated priority international ratings and indexes, as well as achieving targeted indicators for improving Uzbekistan's position in priority international ratings and indexes;

- From 2025, one of the most important performance indicators of the heads of executive bodies of the republic and their deputies will be their activity aimed at improving the republic's position in priority international ratings and indexes.

In accordance with the Decree, the updated composition of the republican council for working with international ratings and indexes, its tasks, and the priority areas of international ratings and indexes were approved.

At the same time, a national system for monitoring and evaluating the position in international ratings was introduced, and national indexes are being developed based on the criteria and indicators of priority international ratings for self-assessment.

As an effective mechanism for assessing and improving the state of the rule of law in the country, the “Rule of Law” automated information system was launched based on the methodology of the World Justice Project. This system identifies the rule of law index of the regions.
