The Ombudsman for Human Rights of the Oliy Majlis and the public groups under his auspices conducted monitoring visits in 2024 to temporary detention and investigative jails, penal institutions, and special reception centers located in the Kashkadarya region, where a number of shortcomings were identified. In particular, it was observed that the conditions of detention in temporary detention jails of the Karshi city police coordination department, and Karshi and Koson district police departments did not meet the established regulatory requirements. The dilapidated state of the cells, as well as the natural and artificial lighting system, sanitary and hygiene conditions, and the air exchange system were not up to required standards, among other deficiencies.
The Ombudsman submitted a proposal to the Ministry of Internal Affairs to address these deficiencies. It is reported that, based on the proposal, practical work has begun to eliminate some of the shortcomings. Specifically, measures are being taken to provide cells in temporary detention jails with sufficient natural and artificial light for reading or writing without harming the eyes, heating, and other relevant measures.
Moreover, the activity of the temporary detention jail of the Karshi district police department was suspended, and the detained individuals were transferred to the capital-renovated temporary detention jail of the Kasbi district police department.
Service investigations were conducted against employees who failed to timely rectify the deficiencies mentioned in the Ombudsman's proposal, resulting in one employee being dismissed from their position and the actions of 9 employees being reviewed by "Disciplinary Councils".
At present, the Ministry continues to work on improving the conditions of temporary detention jails. Efforts to equip cells and washrooms with necessary equipment and to comply with sanitary requirements are ongoing.
