A tender has been announced for the design, construction, financing, management, and technical maintenance of the Tashkent-Andijan toll road on a public-private partnership basis. This was reported by the press service of the Ministry of Economic Development and Finance here.
Accordingly, the Government of Uzbekistan, through the Ministry of Economic Development and Finance, the Ministry of Transport, and the Committee for Roads, plans to implement the Tashkent-Andijan (Phase 1) toll road project on a public-private partnership basis, which includes design, construction, financing, management, and technical services.
The first phase of the project, with a total length of 171 kilometers, includes the design, construction, financing, management, and technical maintenance of the road from Tashkent to Angren, including the Kamchik pass. The project concept was approved by the Cabinet of Ministers on January 21, 2025.
In assistance to select a private partner, the government has engaged the consultant consortium of "Arup and Partner’s" (United Kingdom), "PWC", and "CMS Cameron" (United Kingdom) with the help of the World Bank.
It is noted that the government plans to select the winning bidder on a competitive basis and sign a long-term PPP agreement. The tender will be conducted in two stages, in accordance with the PPP law. In the first stage, private companies submit their documents for initial qualification. In the second stage, those that have passed the preliminary selection present their technical and financial proposals for the project.
The Committee for Roads invites all interested parties with experience in PPP projects in the road construction sector to submit their documents for the preliminary qualification stage by April 21, 2025, at 18:00 Tashkent time.
