“Additional measures concerning the further development of the housing and mortgage market” Presidential Decree (PF-26, dated 21.02.2025) was adopted.
According to the Decree, from May 1, 2025:
all processes from the start of construction to the permission to use are to be carried out entirely online within the “Transparent Construction” system;
in granting permission to use completed residential buildings, only conclusions from the Inspection on Control in Construction and Housing Communal Services sector, as well as from state fire control authorities, are required.
The practice of conducting instrumental-technical inspection before granting permission to use for multi-apartment residential buildings registered and controlled by the Inspection is to be abolished.
From March 1, 2025 the following procedure for constructing multi-apartment residential buildings based on renovation will be introduced:
permission to start a renovation project is granted after signing an agreement with all property owners, notarially certified;
property owners are offered one of the following types of compensation, at their option:
➖providing apartments ready for living in newly built residential buildings according to the renovation program, not smaller than the area of the demolished housing objects, on the basis of property rights and covering all related moving expenses during the construction, including temporary rental of another residential object;
➖fully compensating the market value of the demolished residential and non-residential premises;
➖providing another type of compensation agreed upon with the initiator of the renovation project.
