“On the implementation of the mass appraisal system for real estate” Presidential Decree (PF-43, March 5, 2025) was adopted. The Ministry of Justice reported about it.
According to the Decree, a National Center for Mass Appraisal of Real Estate will be established under the auspices of the Cadastre Agency.
Furthermore, the following was determined:
The Ministry of Economy and Finance – as the body implementing the unified state policy in the field of mass appraisal of real estate;
The Cadastre Agency – as the specialized authorized body in the field of mass appraisal of real estate;
The National Center – as the executing body in the field of mass appraisal of real estate.
For the normative-legal and methodological support of the mass appraisal system, the “Methodology of Mass Appraisal of Real Estate” will be approved as per the established procedure.
By the end of 2026, based on the results of the experiment in Tashkent city, advanced foreign practice, and conclusions and recommendations of international experts, the draft law “On Mass Appraisal of Real Estate” will be developed.
By November 1, 2025, based on the mass appraisal methodology, the following will be developed and implemented:

▪️“Mass Appraisal of Real Estate” automated information system.
