Last night, news about a limit on garbage collection from households spread on social media, which was denied by the authorities here. Currently, the Waste Management Agency of Uzbekistan has announced that there are no restrictions on garbage removal in the country, providing some information that the public needs to know.
According to the Cabinet of Ministers' decision No. 95 of February 6, 2019, “On Approval of Normative-Legal Documents in the Field of Activities Related to Waste”, the procedure for the provision of services by organizations specialized in the collection and removal of solid and liquid household waste is established.
According to this decision (Annex 1), the rules for “the provision of services for the collection and removal of solid and liquid household wastes” were approved.
According to the regulation, sanitation companies provide services to subscribers for the removal of solid household waste, namely organic and inorganic waste resulting from the life and activities of individuals and the activities of legal entities. This includes waste from natural processes in areas and landscaping objects (food, plants, wood, glass, rubber, paper, plastic, textile products, wrapping-packaging materials, household items that have lost their usability), sweepings, and waste from the use of domestic stoves and boilers working on solid fuel.
It should be noted that there is no limit on the amount of solid household waste to be removed, and the quality of service is the responsibility of the sanitary cleaning companies assigned to the areas.
Furthermore, the minimum frequency of solid household waste removal from garbage collection points near apartment buildings is once a day, and from individual housing sectors, namely neighborhoods, by “signal” method — once every three days.
It is important to mention that the schedule for the removal of solid household wastes is determined in agreement with the self-management bodies of citizens. It ensures that the limited period for storing household waste does not exceed the sanitation rules, standards, and hygiene regulations.
Excluding the following from solid household waste composition: liquid and bulky household, livestock, construction, soil, tree and shrub pruning, and agrotechnical processing waste (tree and shrub branches, leaves, pruning residues) and debris (products of road surface erosion and wear) are to be removed by specialized organizations at agreed prices for a separate fee.
