The government's «Additional measures on efficient use of household plots and farmland areas» decision has been announced.
In a meeting held by Shavkat Mirziyoyev in January, it was mentioned that land tax would be increased for those who do not cultivate their plots.
The document approved the procedures for organizing efficient use of household plots and land allocated on a lease basis. According to it, the control over cultivation in the plots and land areas allocated based on lease rights will be carried out in the following order:
- at the community level — «community councils» and «community banks»;
- at the district level — district (city) headquarters and working groups led by the deputies of governors according to their specialization;
- at the regional level — working groups led by the first deputies of the Council of Ministers of the Republic of Karakalpakstan and the governors of the regions on finance-economy and poverty reduction issues.
Based on the «community council» conclusion, the following measures will be applied to those who do not cultivate their household plots and leased land areas or use them inefficiently:
- state program-based subsidized loans will not be provided to household landowners and farmers;
- benefits designed for citizens included in the Social Protection Register will be suspended;
- based on Online mahalla platform information, the land tax rate for the year when no cultivation was identified will be calculated at a threefold amount.
If agricultural activities are not carried out on leased land areas (excluding force majeure cases), the district (city) headquarters will consider measures for secondary leasing of land areas.
Thereby, commercial banks, district (city) poverty reduction and employment departments will implement pilot projects on high-profitable and export-oriented agricultural products based on the «one contour — one product» principle for at least 40 hectares of land plots.
Moreover, with the involvement of leading entrepreneurs in working groups, projects will be facilitated to organize the production of products in the remaining contours of leased land plots.
