At the meeting chaired by President Shavkat Mirziyoyev, urgent issues of financial autonomy in higher education, personnel training, and employment of graduates were discussed.
It was reported that 40 higher education institutions have been granted financial autonomy, and this has begun yielding results. However, universities in fields such as engineering, STEM, and agriculture still lag behind in generating income and attracting students.
The President emphasized the need to accelerate the implementation of the "industry-enterprise-university" system. Already, 438 production departments have been established at 25 engineering universities. For example, Bukhara Technical University has opened 20 departments at 10 major enterprises.
The meeting also identified the personnel needs for each project creating more than 50 jobs worth over $1 million and instructed universities to receive specific orders accordingly.
Accordingly:
Students will be trained through additional modules based on orders;
Credit points will be awarded for these modules;
Starting from the second year, an investor will evaluate the student's knowledge;
The diploma thesis will be defended on a topic aligned with the investor's needs;
Hiring the graduate will be guaranteed.
The meeting criticized bureaucratic obstacles causing the private sector to hide job vacancies. Therefore, a convenient system for the private sector will be created through a new platform.
From now on:
Entrepreneurs will post job vacancies and required specialties on the platform;
Universities will connect graduates with enterprises through "career centers";
Entrepreneurs who hire graduates will receive rating points;
A "career center" that employs more than half of its graduates will be awarded 500 million soums.
