An employee was disciplined in connection with the case of a citizen being tortured by employees of the internal affairs agencies in the city of Namangan. The Ombudsman reported on this.
It was reported that the Ombudsman's representative in Namangan region went to the scene of the incident, spoke with the citizen, and studied the situation. Based on the collected information, a supervisory letter from the Ombudsman was submitted to the Namangan Regional Department of Internal Affairs and the Namangan City Prosecutor's Office.
According to the information provided, Major D.B., a public safety service preventive inspector of the Chust District Department of Internal Affairs of Namangan region, was dismissed from his position for negligently performing his official duties, failing to report to his service area without reason, and grossly violating the professional disciplinary rules of internal affairs agency employees.
Furthermore, Abdurakhman Tashanov, head of the "Ezgulik" human rights organization, posted about this incident on his Facebook page. According to his writing, on August 14, a 31-year-old citizen, Abdullakhad Urmanov, was tortured for two days in the building of the Department of Internal Affairs by precinct preventive inspector B.D. and other employees. The citizen sustained severe bodily injuries. He was then accused of petty hooliganism and brought to the Namangan City Court. As the accusation was not confirmed, the administrative case was dismissed by the court.
Abdullakhad was brought to the hospital by employees of the internal affairs agency, and his life was saved. Abdurakhman Tashanov reported that all medical records and video recordings exist in this regard. The post notes that in photographs provided by a lawyer, the handcuff marks on Abdullakhad's hands and the bodily injuries are clearly visible.
During its investigation of this situation, the Namangan Regional Department of Internal Affairs found that on August 14 of this year, citizen U.A., a resident of Namangan city, was indeed brought to the internal affairs department due to a domestic dispute. A preventive conversation was held with him, and he was released home that same day. Two days later, on August 16, citizen U.A. applied to a medical institution due to a deterioration in his health.
