In Uzbekistan, a procedure will be introduced for conducting targeted psychological diagnostics at least once per academic year for pedagogues, educators, pupils, learners, and students of all educational organizations. The Ministry of Justice reported this.
According to the presidential decision, the new procedure will be implemented in two stages. In particular, preschool and general secondary education organizations will be covered from the 2026/2027 academic year, and secondary specialized, vocational, and higher education organizations from the 2027/2028 academic year.
Psychological diagnostics will be organized by the Psychology Scientific Research Institute through a special electronic platform. The confidentiality of personal data and diagnostic results will be ensured.
The diagnostic results will be analyzed using artificial intelligence technologies, and pedagogues and pupils will be divided into three groups. These are — "psychologically stable", "in need of psychological support", and "requiring active psychological support" categories.
Those found to need psychological assistance will be assigned a psychologist of the educational organization, while those requiring active psychological support will be assigned a mentor psychologist for the relevant area.
Psychologists will receive a supplement and a one-time reward
The decision also sets measures for material incentives for psychologists. Psychologists involved as teachers in cascade advanced training courses will be paid a supplement in the amount of 20 percent of their position salary at their main place of work during this period.
In addition, 150 mentor psychologists who have achieved high results in ensuring psychological stability during the academic year will receive a one-time financial incentive in the amount of 20 times the minimum wage.
Employees of the psychological service of educational organizations will be required to undergo advanced training at least once every five years.
A Psychology Scientific Research Institute will be established
According to the decision, a Psychology Scientific Research Institute will be established on the basis of the Psychology Educational and Scientific Center of the Uzbekistan National Pedagogical University named after Nizami Ganjavi. The institute will be transferred to the subordination of the Ministry of Education and Science.
From January 1, 2027, the operations of the laboratories for Digital Psychology and Artificial Intelligence, Educational Psychology and Psychological Service, and Psychological Health and Prevention will be launched at the institute.
Earlier, it was reported that in Uzbekistan master's education will be divided into applied and scientific-pedagogical areas.
