A decision on "Regulation of Retail Sales of Goods Subject to Mandatory Digital Marking" has been adopted in Uzbekistan. The Cabinet of Ministers Press Service reported this.
It has been announced that by September 1, 2024, the registration of business entities engaged in the retail sales of alcohol, tobacco, beer products, household appliances, and medications within the "Genuine Sign" national information system and compliance with digital marking requirements will be monitored.
The Tax Committee must submit to the Cabinet of Ministers a draft normative-legal document that imposes criminal liability, including the confiscation of counterfeit digitally marked or counterfeit products, on importers, manufacturers, and entities conducting wholesale and retail sales of such products by August 1, 2026.
A separate structure consisting of 7 staff units will be formed within the set general staff units of the Committee to ensure full tax revenues by monitoring compliance with digital marking rules, combating undercover manufacturing activities, and the spread of counterfeit goods, which will be one of its main tasks.
Moreover, by November 1, 2024, a regulatory legal document project that defines the requirement to sell digitally marked products in wholesale strictly in a non-cash form, and by December 1, 2024, a draft law on "Trade" should be submitted to the Cabinet of Ministers.
Proposals for imposing penalties for violating marking rules for marketplaces will be developed.
In addition, according to the presidential decision signed in June, equipment necessary for marking products required to undergo mandatory digital marking and imported into the country will be exempt from customs duty from June 1, 2024, until June 1, 2027.
From September 1, 2024, retail sales activities of beer products will be included in the list of activities carried out with prior notification of competent authorities. A monthly fee of 10 percent of the Base Calculation Amount (BCA) will be introduced for the right to retail tobacco and beer products.

As a result, every person will have the opportunity to check and monitor the quality of the product. For this purpose, the "Genuine Sign" mobile application has been created, allowing consumers to report substandard products and obtain necessary information.
