At the video selector meeting chaired by Shavkat Mirziyoyev, it was noted that disputes between the builders who promised to construct housing and the people who invested money in it are becoming more frequent. The President's press service reported this.
"Because of these unfair builders, people are left both homeless and penniless," – the President said.
Therefore, based on foreign experience, a guaranteed escrow system for purchasing housing will now be implemented.
In this system, developers will sign contracts with banks to organize the sale of the houses they are building, and the people who want to buy these houses will transfer their money directly to the bank, not to the builder.
The banks, in turn, will provide the collected money to the builder as a resource. Thus, acting as a bridge between the builder and the buyer, banks guarantee the timely and quality construction and handover of the housing.
The new system is set to be tested for one year in the city of Samarkand, and in Yangihayot and Sergeli districts.
The establishment of builder-operator headquarters at the regional offices of the Construction Inspection is planned.
Control inspectors will be equipped with body cameras.
At least two video cameras will be installed for each object being constructed at the expense of the state, depending on its category. They will send information to the operators' headquarters online.
Additionally, control over illegal constructions will be intensified through neighborhood chairmen and public monitoring.
From now on, a passport with a QR code will be issued in front of each object under construction, allowing anyone to obtain information about what kind of object is being built in the area, when the permission was obtained, who is building it, and when it will be launched.
If there is no passport with a QR code, the construction will be considered illegal.
