The Center for Assessing Senior Personnel was established under the Agency for the Development of Civil Service following the Cabinet of Ministers' decision dated October 4th as stipulated in the decision.
The main tasks of the Center include:
- developing competency models and indicators for a basic, specific position or group of positions for civil servants based on social-psychological research;
- conducting personal-professional diagnostics of civil servants and comprehensive assessment based on the competency model;
- constantly developing, mastering, and implementing new methods for use in the competency assessment process;
- developing a personal-professional development trajectory for senior personnel based on the results of the competency assessment, using modern technologies;
- conducting test exams and psychological questionnaires to identify the general professional knowledge, values, and mental capacity of candidates for leadership positions;
- assessing and monitoring the efficiency of senior personnel’s activities, forecasting the need for personnel, selection, and placement processes with the wide-scale implementation of digital technologies and modern methods.
The Center is financed by the funds of the Development of State Service Support Fund, revenues from contract-based services, grants and technical aids from international financial institutions and foreign government financial organizations, as well as sponsorships and donations from individuals and legal entities.
The organization is authorized to engage qualified specialists and experts in the relevant field, including foreign experts, directly based on contracts, to engage in income-generating activities within the main directions of its activities, and to develop information programs for the implementation of modern digital technologies in the civil service.
The Center is located on the first floor of the building at 55 Islam Karimov Street, Chilonzor district, Tashkent city.
