President Shavkat Mirziyoyev became acquainted with the presentation of proposals to strengthen the legal protection of entrepreneurs on November 4. The President's press service reported this.
In our country, entrepreneurs are considered the backbone of the economy, and the business environment is being made increasingly favorable. Support is being extended from individual entrepreneurship in neighborhoods to large projects. As a result, interest in business and its benefits are growing.
The main reason for this is the approach taken based on the demands of life, allowing entrepreneurs to operate according to their proposals.
As usual, this year on August 20, the head of our state had an open dialogue with entrepreneurs. Based on the problems and opinions expressed there, measures were developed to strengthen the legal protection of entrepreneurs and regulate inspections.
Accordingly, starting from January 1, 2025, it is planned to apply a single liability measure for each offense. In particular, the financial penalty for conducting business activities without registering as an individual entrepreneur will be abolished.
Also, administrative responsibilities for violating digital marking rules and the procedure for reflecting fiscal markings, as well as for hiding the number of employees, will be abolished.
To facilitate the resolution of disputes, a procedure for returning a part of the state fee when a court case is terminated by agreement of the parties will be introduced from March 1, 2025.
A list of authorities responsible for monitoring entrepreneurial activities and their areas of control will be approved. Thereby, inspections of entrepreneurs' activities on issues not listed are prohibited. All inspections in the entrepreneurs’ activities will be conducted in accordance with the notification procedure through the "Unified State Control" information system.
Starting from January 1, 2025, inspections will be conducted within the "Risk Analysis" electronic system, categorizing entrepreneurs into three groups.
The presentation also discussed preventing illegal inspections in the activities of entrepreneurs and improving the qualifications of inspecting officers of regulatory bodies.
The head of our state gave instructions to legally refine these measures and ensure their fair application in practice.
