“On Additional Measures to Further Perfect the System of Social Services and Support for Children with Disabilities” Presidential Decree (PQ-41, February 3, 2025) was adopted. The Ministry of Justice reported this.
According to the decision, from March 1, 2025, on an experimental basis and in stages, daytime care services based on public-private partnership for children with disabilities aged from 3 to 18 years will be implemented in the Republic of Karakalpakstan, Andijan, Kashkadarya, Samarkand, Surkhandarya, Tashkent regions, and Tashkent city until October 1, 2025, and in the remaining territories of the republic.
Here, children with disabilities are accepted to the daytime care service based on a social contract between their parents and “Inson” social service centers, as well as in accordance with the conclusion given by the Psychological-Medical-Pedagogical Commission.
From March 1, 2025, the following procedure for supporting entrepreneurs who carry out the daytime care service activities will be introduced:
for each child aged from 3 to 7 years, a subsidy amounting to 25 percent of the basic calculation amount for each day of utilization of the daytime care service, and for each child aged from 7 to 18 years – 27 percent of the basic calculation amount is allocated;
In this case, the subsidy amount for regional centers, Tashkent and Nukus cities is determined by applying a multiplier coefficient of 1.1.
For each child with disabilities from families included in the register of low-income families, an additional payment is made in the amount of 30 percent of the total subsidy amount specified above.
