According to the Ministry of Transport, this regulation was established in a government decision made 14 years ago. A document has been adopted this year to establish the same procedure in place of the previous obsolete document.
Videos have been circulating on social networks stating, “Now everyone will work as a taxi driver in their own region. Only vehicles with “01” license plates will be granted licenses in Tashkent,”
According to the author, many are currently being rejected with the response, “We will get a license, we will work in Tashkent,”
“If a driver is to obtain a license, they make it so that they work within their own region. For example, 01 is the Tashkent number. They work in Tashkent. People from Andijan in Andijan, those from Karakalpakstan in Karakalpakstan, those from Kashkadarya in Kashkadarya,” – says he.
The Ministry of Transport has confirmed to “Darakchi.uz” that these reports are true.
According to the head of the ministry's information service, Navruz Ashurmatov, the process is currently being implemented.
“This regulation didn't just appear yesterday or today. In 2011, Decision No. 139, which regulates the operation of route taxis, was issued. That decision established uniform identification marks for route taxis and set requirements for their operation. Clause 9 of Article 5 of that statute states that a driver carries passengers in an unassigned taxi only within the area specified on the license card. That decision has now lost its force. According to a decision made in 2025, which replaces that decree, it is specified that a driver operates within their own region, i.e., the area indicated on the license card,” – he said.
Moreover, according to Ashurmatov, the driver's activity is carried out only in the area indicated on the license card and adjacent areas.
“For example, a state-registered vehicle with the 01 code starting in Tashkent city can engage in taxi activities within the territories of Tashkent city, Tashkent region, and Syrdarya region. Similarly, it will be the same for the regions,” – says the head of the ministry's information service.
