On the night of August 19, a fire broke out at the Lukoil-owned oil refinery (OR) in Volgograd following a drone strike. This was announced by the regional governor Andrey Bocharov.

Additionally, a fire was confirmed on the roof of Hospital No. 16 in the city. Preliminary reports indicate no casualties, and patients were relocated to other departments.

According to local sources, over 15 explosions were heard in Volgograd and its surroundings overnight. The Russian Defense Ministry reported that 13 drones were shot down during the nighttime attack.

The same OR had been targeted a few days earlier. Ukraine has stated that this refinery supplies fuel to the Russian army.
