A new pilot project for maintaining migration records of foreign citizens has been launched in Moscow and the Moscow region starting September 1, 2025. Zamon.uz reported on this.
Within the framework of this pilot, the use of the "Amina" mobile application is mandatory for citizens of Uzbekistan, Tajikistan, Kyrgyzstan, Armenia, Kazakhstan, Georgia, Azerbaijan, Moldova, and Ukraine. The application allows foreign citizens to remotely provide information to internal affairs authorities about their place of residence and any changes to it.
To register, a foreign citizen must install the "Amina" application on their personal phone. Authorization is carried out using a foreign citizen card; if this document is lost, entry is possible using passport data.
The application transmits geolocation data to the Russian Ministry of Internal Affairs. If no movement is recorded in the system for three business days, the individual will be removed from the migration center registry. Individuals who violate the monitoring rules may be entered into the "Register of Persons Under Surveillance."
According to the IAC (Interdepartmental Migration Commission), the pilot project is being implemented on a trial basis as an alternative to the current procedure for maintaining migration records.
