According to the Pension Index, Greece led in terms of cost of living, quality of healthcare, and flexible residency conditions.
In the 2026 ranking, the sunny Southern European country of Greece took first place. The index is based on criteria important for retirees, such as living costs, quality of medical services, housing market, visa requirements, climate, and ease of adaptation to the local environment.
According to the publication, Greece stands out for its hospitable society, relatively affordable lifestyle, and opportunities to obtain residency. In particular, the country's "Golden Visa" program allows obtaining a residence permit in exchange for a real estate investment of at least 250,000 euros.
Portugal and Spain, which had been leaders in the ranking in previous years, ceded the top positions due to increased visa restrictions and rising living costs. The list also includes Italy, Malaysia, and France.
