In Uzbekistan, new requirements have been introduced for the procedure of planning and spending state budget funds. Now, budget expenditures found to be unjustified or of low efficiency may be reviewed and reduced. This is stipulated in document No. 3558-5, registered by the Ministry of Justice.
It is noted that the Ministry of Justice has registered amendments introduced to the rules for the formation and execution of the state budget.
According to the new procedure, expenditures assessed as unjustified or low-efficiency in budget requests will be reconsidered. In such cases, organizations distributing budget funds are obliged to submit an updated budget request within three working days after receiving the relevant notice.
Also, development programs of organizations distributing budget funds will now be developed for a period of at least three years. These programs are expected to define the specific result indicators that must be achieved as well as the anticipated socio-economic efficiency.
According to the amendments, the powers of local Councils of People's Deputies have also been expanded in the process of planning local budgets. They will participate in formulating proposals on revenue forecasts, the volume of expenditures, and inter-budgetary transfers.
In addition, applications for allocating budget loans to local budgets will be reviewed within five working days. The decision adopted will be communicated to the applicant within one working day.
According to the Ministry of Justice, these amendments are aimed at ensuring more targeted and efficient use of state budget funds, as well as strengthening the stability of public finances.
