Today, 51 agencies have the authority to impose financial fines. The fact that a portion of the fine goes directly to that agency was criticized as causing some leaders to retain the wrong approach of "if you inspect — they fear; if they fear — they pay."
Therefore, the amount of all types of fines applied to entrepreneurs will be reduced by an average of two times.
This does not mean the abolition of liability. The main goal is not to turn fines into a means of collecting funds, but to direct oversight toward discipline and prevention.
The new approach will serve to reduce the financial pressure on entrepreneurs and strengthen fair criteria in the control system.
