Urgench State University has committed violations of the law in state purchases amounting to 29.7 billion som.

It is planned to construct a 7-story dormitory building with 600 beds with this amount of money.

During the audits, it was revealed in the questionnaire sent by the university to the Construction Tender Organization Consulting Center of Khorezm region that the construction object “7-story, 600-bed student dormitory building” was classified as category II in terms of its sectoral affiliation and risk category.

Based on the decision No. 496 dated 20.08.2020 by the Cabinet of Ministers, higher education institutions up to 9 floors must be registered in the “Transparent Construction” national information system as category III. 

However, the designation of the object, which should have been registered in the “Transparent Construction” national information system as category III by the Urgench State University, as category II resulted in the limitation of the participation of construction organizations from other regions in the tender.

Consequently, based on the above, the Regional Department's Special Commission initiated proceedings against Urgench State University for violations of the requirements of Article 29 of the “Competition Law”, and information was sent to the relevant judicial authority regarding imposing administrative liability on the responsible official of the client organization.

Furthermore, instructions were given to remedy the violation and prevent such occurrences in the future.
