Starting from January 1, the acceptance of children from underprivileged families into orphanages will be discontinued.

Starting from February 1st, the "Mothers Haven" service will be launched for mothers who want to give up raising their child and for pregnant women.

A service called “Mothers’ Shelter” will be launched for pregnant women

“Measures to further improve the system of social protection of children” Presidential Decree (PF-185-number, 14.11.2024) was adopted.

According to the Decree, from January 1, 2025:

 the practice of temporarily accepting children from underprivileged families into orphanages and children's homes will be abolished;

social assistance will be provided for orphans and youngsters deprived of parental care to gain education, ensure their employment, medical treatment, and improve their housing conditions; social support will be provided;

courses for preparing adopting parents will also include candidates who express a desire to adopt orphans and children deprived of parental care;

gradually, small-scale children's homes will be established in Andijan region, Tashkent city, and Samarkand region;

“Fund of Kindness” funds will be abolished.

From February 1, 2025, the service called “Mothers’ Shelter” will be launched in children's homes for mothers, including pregnant women, who wish to renounce parenting their child. 

In the “Mothers’ Shelter”:

mothers and their children (under 4 years of age) will be provided temporary shelter based on a social contract for up to one year; 

social, legal, psychological, and medical services will be provided, and motherhood and professional skills will be developed;

 assistance will be provided in acquiring a profession and ensuring employment for mothers.
