The O'zLiDeP deputy has sent a "Parliamentary Inquiry" to the Minister of Higher Education, Science and Innovations, and the Prosecutor General.
According to the parliamentary inquiry, the recent declaration issued by the Republic's Council of Higher Education on transferring 4 percent of the funds received from non-governmental higher education institutions through tuition fees to the Development Fund of Higher Education Institutions has sparked widespread debates on social networks.
It is particularly worth noting that the freedom of entrepreneurial activity is guaranteed by our laws, and no organization has the authority to impose various payments on business entities, including non-governmental higher education institutions, without a legal basis.
Furthermore, this situation could negatively impact reforms aimed at attracting foreign investments into the sector, transforming the higher education system into a “hub” for international education programs in Central Asia.
For this reason, deputy D.Artikov has asked the Minister of Higher Education, Science and Innovations, and the Prosecutor General to reconsider the legality of the declaration issued by the Republic's Council of Higher Education on transferring 4 percent of the funds received from non-governmental higher education institutions to the Development Fund of Higher Education Institutions in terms of its compliance with the legislation, and to provide a reasoned explanation and to express their point of view.
