The Chairman of the Senate Committee on Agrarian Affairs, Water Resources, and Ecology, Anvar Toychiev, sent a senatorial inquiry to the Minister of Ecology, Environmental Protection, and Climate Change, Aziz Abduhakimov, regarding the procedure for ecological certification of hybrid vehicles. The Senate press service reported this.
It is noted that recently, the requirement for an ecological certificate confirming that the hybrid vehicles being imported into Uzbekistan do not fall below the "Euro-4" ecological category during the customs clearance process has caused widespread discussions among the public. Meanwhile, these vehicles are being imported with electric motors that meet "Euro-5" or "Euro-6" ecological standards.
The procedure for ecological certification was determined by a regulation approved by the Cabinet of Ministers decision on January 30, 2020, according to the decision. Accordingly, when an accredited test laboratory is available, conformity to ecological safety criteria must be checked. If no laboratory is available, the vehicle may be evaluated through identification.
Furthermore, the concept of a “hybrid vehicle” is clearly defined in the Cabinet of Ministers’ decision on “Approving the Road Traffic Rules” dated April 12, 2022, according to the decision. The issue of equating them with general “M” and “N” categories is also considered contentious.
