In Uzbekistan, complaints against construction companies have sharply increased.

During 2025, 1,706 applications were received in this direction, and already in the first quarter of 2026, their number reached nearly a thousand.

The number of citizen complaints regarding violations in the construction sector in Uzbekistan has sharply increased. This was reported by the Competition Committee.

According to the report, while 1,706 complaints were received in this area during 2025, their number had already reached nearly one thousand in the first quarter of 2026.

The complaints mainly cite poor quality of construction work, charging fees for services not rendered, failure to comply with contract terms, failure to hand over housing within the stipulated time, and collecting advance payments without the necessary permits.

Numerous objections have also been raised regarding the use of construction materials that do not meet technical requirements, and the failure to actually implement projects promised in advertising.

In this regard, the Competition Committee recommended that citizens carefully study the terms of the contract before making payments for unfinished housing or purchasing apartments in newly built multi-story buildings.

In particular, it was emphasized that special attention should be paid to the rights and obligations of the builder and buyer, the deadlines for construction and commissioning, as well as the liability of the parties in case these deadlines are violated.

The Committee called on construction organizations to strictly comply with the requirements of current legislation, warning that violations of the law may lead to the application of appropriate enforcement measures.

Let us recall that, in accordance with the Law "On the Protection of Consumer Rights," citizens have the right to freely choose goods and services, demand their quality, and seek compensation for material and moral damage caused.

At the same time, according to a Presidential decree, a "mystery shopper" mechanism will be introduced starting October 2026 for the early detection of corrupt actions by participants in the construction process. From September 2026, a warning system will be implemented regarding compliance with the legally established procedure for carrying out construction work from the moment rights to land plots arise.
