Today, a press conference was held at the Ministry of Higher Education, Science and Innovations with the participation of the general public and representatives of the mass media on the importance of the newly signed Presidential Decree PF-58 dated April 10, 2026, "On additional measures to improve the system of higher education, science and innovations," in enhancing the scientific potential of our country and bringing the quality of higher education to a new level, as well as on the status of implementation of the tasks set in the documents of the President and the Government in the field of higher education, science and innovations during the first quarter of 2026.
As emphasized by the Minister of Higher Education, "Until now, most universities were limited only to teaching. If we look at world experience, if we observe Uzbek universities over the years, such universities will have no future if HEIs (Higher Education Institutions) are not engaged in research and inquiries," said Kongiratbay Sharipov.
Through the new system, higher education institutions will become a unified innovation center that creates innovations, brings them to market, and thereby can self-finance.
Furthermore, important initiatives such as the U-10 program – Scientific Clusters, the national ranking system, and the digital ecosystem will determine the future development of the field.
What is U-10? Through this 10-point program, the project of world-class advanced universities will be implemented and the path will be laid for granting HEIs the status of a national research university.
It will be awarded to 10 higher education institutions that have won in the direction of organizing a scientific cluster within the framework of state scientific programs.
Up to 150 billion soums will be allocated to each university included in U-10 for the implementation of scientific projects.
